It is not essential, but maybe it could be the most advisable. Each situation will define if it is essential or recomendable. There are some situations when the business owner does not have to travel to Spain to set up the company. 

If the business owner has residence in Spain, will have the obligation to register as self-employed, but if the business owner doesn´t reside in our country, could name a worker of the company or a third person like a manager to avoid paying these contributions.
